Admin -> SNMP configuration UI field addition

Description

With the new Admin section functionality to manipulate the SNMP
community strings for various nodes, I think having an optional
field which allows you to pick either v1 or v2c operations would
be nice. At the moment, for nodes which only function with v1
queries, we need to manually modify 'snmp-config.xml'. Maybe a
simple pulldown menu?
