Elastic Flow Repository: modify ReST API to support queries including QoS (aggregated and raw queries)

Description

Goal is to modify the Elastic Flow Repository to support raw or aggregated QoS-based queries. Furthermore the OpenNMS ReST API must allow to query for QoS values that can be used to populate the Helm's filter dropdown.
