Move integration test to OIA

Description

We have a set of tests in order to check if Time Series Storage Plugins work as expected.
Today they live in https://github.com/OpenNMS/opennms-tss-plugin-tests.
We want to have them as part of the Opennnms Integration API.
This task is to move it there and to update the dependencies in the plugins that use it.
The repo https://github.com/OpenNMS/opennms-tss-plugin-tests can be deleted afterwards.
