Set RPM compression type and level inside RPM Spec Files

This allows local builds on newer OS which may have changed their defaults to build RPMs that are compatible for older OS systems

IE. Newest Fedora OS uses zstd compression in RPMs by default, older RHEL distro are unable to read RPMs with zstd.

Merged to 26.0.0.  For release builds, this is a no-op anyway because our Bamboo systems are set up with an ~/.rpmmacros file that does the same thing.
