Add documentation for using Scheduled Outages

I only found this wiki article about that topic.

Add a topic “Scheduled Outages” to the operation/deep-dive/admin section. It could either be it’s own page (.adoc file) or added to the housekeeping tasks page.

Info on scheduled outages REST API. Though this info would probably be better added to the OpenAPI spec instead of docs.
