Data collection fails to collect MIB-2 packet counts & no reports for MIB-2 packet count

Description

Collection group "mib2-interfaces" in datacollection-config.xml omits the OID
for ifOutUcastPkts (and duplicates the OID for ifOutDiscards).

Also, there is no standard report in snmp-graph.properties to display
packet counts.

Thanks for the catch on the duplicate entry and the report. Added to CVS. I did not make your
capitalization change because it would create new files on existing systems. I agree with you, it's just
that there is no easy way to upgrade at the moment.

Forgot to mention...I also adjusted the capitalization for ifInUcastPkts and
ifInNUcastPkts (the "P" should be capitalized) in these patches to match the
SNMP capitalization format.

Trivial, but capitalization does seem to matter for the rrd file names and
datasources. Best to be accurate.

New standard report "mib2.packets" for snmp-graph.properties

In addition to this attachment, we need to add mib2.packets to reports= list to
activate new packet count report by default for compatible devices.
