poller fails to resume after an outage

Description

A number of service failed shortly before a scheduled outage for their nodes.
Failue was duly noted by an event. Services actually recovered during the
scheduled outage. I would expect, therefore that service regained events would
have been received within 5 minutes of the end of the scheduled outage. This was
not the case, however, No such event was received until OpenNMS was restarted
more than 24 hours later.

In fact this issue was common to multiple hosts.

Log file details are included here. First log segment is from the start of the
outage (2005-03-06 04:49:28) through the begnning of the scheduled outage for
those nodes (05:00 -> 06:30). Second Log segment covers from 5 minutes before
the end of the scheduled outage to 5 minutes after the end of the scheduled outage.

One more thing, I neglected to mention that I tried to duplicate this in a
single-node test setup running CVS HEAD. Downed a service then brought it up
again during a scheduled outage. In this arrangement, the regained service event
duly appeared at the end of the scheduled outage.

Hmm... this does not sound good... my first guess is that we are not taking the
scheduled outage into account when we look at the poll interval with the
downtime model....

I suppose we'll need to write a testt for this one.
