Create BMP listener and parser for telemetryd

Description

Create a listener and adapter for telemetryd that supports decoding BMP messages.

 

Success criteria:
We are able to configure one or more routers to forward BMP messages to a listener running on a Minion. These messages are then forwarded to and decoded by the adapter running in OpenNMS or Sentinel. No further processing or persistence is required at this stage.
