Add %ifalias% as a notification/event parameter

Description

I've had the request to add some way to send the new ifAlias field in an event for a particular device.
Opening this bug to track it.

Patch to add ifalias to events and notifications.

This patch allows the ifalias to be added when we have a valid interface and
nodeid. Tests and everything! This is part one. Not sure when I will get the
other part which would be ifalias based on nodeid + ifindex.

More thoughts on this. To get the ifalias for non-ip interfaces could we use
something like %ifalias(parm#2)%(The syntax needs some work) to indicate that
you want the ifalias for the ifindex represented by the 2nd var bind. This way
we only do this for events that need the ifalias expanded, and it can still be
used in the notifications. This eliminates the need for https://opennms.atlassian.net/browse/NMS-1225#icft=NMS-1225. Any other ideas?
