The root index name for elasticsearch event and alarm forwarder needs to configurable making multiple instances of OpenNMS share a single instance of elasticsearch

We also use Elasticsearch in features/flows/elastic and features/situation-feedback/elastic, so the strategy taken here should be applied to those modules as well.
