Users can specify SLAs for a BS

Description

Just as IP services have SLAs in OpenNMS, so should BSs. The difference being that an SLA for a BS hierarchy should be historically relevant such that each SLA is specified for a period of time. When a new SLA is entered, the previous SLA is closed out.
