Add Node ID reference to noticeWizard

Description

 Add reference in Web UI for notifications so users to know that `nodeID` and `foreignID` are usable in notifications.  

File: opennms/opennms-webapp/src/main/webapp/admin/notification/noticeWizard/choosePath.jsp
