I started working on this at DevJam 2019. Work in progress is here: https://github.com/OpenNMS/opennms/tree/jw/uuids

There's alot of code that needs to be changed to make this happen.

Is there any rationale for doing this besides decentralizing the generation of the value? Is there a specific use case?
