what is not clear from the explanations I provided two years ago? The problem is legit. It only affects customers that are not using ICMP as the critical service, but because the critical service is configurable, the report should not make assumptions about it.

Any ideas what we need to do here, over 2 years old now. Can we close and reopen if necessary?

, certainly, the customer was using a different critical service when I opened this issue. I mentioned this to the customer, and they has restored ICMP as the critical service, and let it run for more than a week. I'm attaching a new screenshot of the report (report-with-icmp-as-critical-service.png). The pie chart doesn't seem to be consistent with the bar chart. If there are outages (as shown on the pie chart), I would expect that not all the bars are at 100%. Is this correct ? I have a dump of the customer DB, not included here for security reasons.
