Add support for storing resource-level attributes

Description

The current Newts integration does not support persisting or retrieving values that were traditionaly stored in strings.properties.

The functions used to persist/retrieve the attributes stored in strings.properties have been abstracted via the ResourceStorageDao interface. In Newts, these end up being stored in the resource_attributes table.
