As a system integrator I would like to be able to filter which Events and Alarms are forwarded to the AMQP enpoints and forward these using custom message format.

Acceptance criteria:

• Allan can configure the Alarm Northbound and Event Gateway to use custom filterring and formatting
  * Only selected events will be pushed to the AMQP endpoint
  * Events published to the AMQP endpoint will have custom formatting
  * Alarms published to the AMQP endpoing will have custom formatting
  * Messages received from the AMQP endpoint
  will be parsed into events before being published on the Event bus
