Review how resources are tagged, and see if there are any ways to improve the speed of lookups performed by the NewtsResourceStorageDao.

The method used to index resource paths was updated, making the NewtsResourceDao much more performant. Indexing details are in org.opennms.netmgt.newts.support.NewtsUtils.
