Write a Minion System Test for syslog reception with Kafka broker

Description

Once the Kafka wiring for Syslogd is done, we need to write a Minion system test for this setup that spins up a Kafka broker to relay messages to OpenNMS.

This is lower priority but if you have time while you are working on the system tests, we also need a system test for using Apache Kafka as the syslog and trap transport.
