Allow running integration tests without running unit tests

Description

It would be nice to be able to run ITs without running Tests, so they can be split up in Bamboo.  -DskipTests also disables ITs.

This was merged to Foundation 2016 and up.  You can now pass -DskipSurefire=true to only do integration tests.
