Zooming with Backshift is broken

Description

Zooming with Backshift has been broken since we refactored the Javascript assets to use Webpack in 23.0.0.

I believe that the flot-navigate plugin was used for this purpose, but no long appears to be functioning properly. See https://github.com/OpenNMS/flot-navigate

I've looked back in Horizon 21.0.0 where the zoom was working:

The zoom worked with the mouse wheel and the zoom where set where the mouse cursor is. Moving was just along the graph and it was not possible to move it out of the screen see animated gif above.
