Update log4j2.xml with kafka logging

Description

Lot of chatter from kafka  in ipc.log, 

Limiting kafka logging to INFO would limit these logs.

Didn't need any changes on minion side as on foundation-2018, there is only kafka producer and that doesn't have much debug logs as it is consumer which produces more chatter.
