DOC: Document Newts fetch step / heartbeat settings in opennms.properties

Description

The default opennms.properties file fails to mention that the following properties should be set any time data collection and/or polling intervals are altered on a system persisting data to Newts:

org.opennms.newts.query.minimum_step=30000 org.opennms.newts.query.heartbeat=45000

The values above are appropriate for a system collecting or polling any service every 30 seconds. The value of heartbeat should nominally be 1.5 times the value of minimum_step. The value of minimum_step should be set to the shortest collection interval configured for any collectable or pollable service on the system. These rules also apply for metrics collected via streaming telemetry.

Add these two lines to the newts configuration topic (https://docs.opennms.com/horizon/31/deployment/time-series-storage/newts/newts.html ), number and list some of the additional information mentioned above as part of the numbered legend.
