Classify the Printer MIB as reference cause it is not assigned by default

Description

The Printer MIB II needs to be assigned to vendors who supports it and is classified as a reference and is not assigned to any system definition by default.

I would suggest we solve this approach by moving 3rd party configs out of the core codebase.
