Create a logfile configuration for http and file driver

Description

It is not possible to have log output if you run with the file driver. There even no debug output configurable.

The File-Driver log problem is something else, that is can't reproduce at the moment.

I have added a loglevel property to the global.properties file.
That property controls the loglevel output.
