[xmp-config.xml] - migrate xmp-config.xml to the new CM

Description

Reopening since smoke test are failing

Acceptance / Success Criteria

  • Liquibase can migrate xmp-config.xml to the database

  • Service/s that using xmp-config.xml can fetch its configuration from CM

Analysis:

  • Implement mapping in changelog-cm.xml to insert config entry in DB.

  • Implement java changes in XmpConfigFactory to load configuration from DB instead of XML.

  • Test API to confirm if it returns configuration from DB but not from XML.

  • Fix Junit test, integration test cases failing due to java changes.
