Create helm chart for OpenNMS deployment

Description

Each instance of the `opennms` custom resource will have the operator deploy an instance of OpenNMS Horizon and it's supporting services/config/dependencies. 

Config for all of this already exists in the old operator, it just needs to be migrated into a Helm chart. 

 

Acceptance / Success Criteria

  • Helm chart created for Horizon
