Add support for passing JVM options

Description

There is currently no way of passing JVM argument to the "init" or "newts" scripts.

JVM arguments can now be set using the JAVA_OPTS environment variables.

Fixed in master with 99c0e7d9f872630204ca6b92fc601a14fb5fc556.
