Update RHEL/CentOS IPLIKE Packages To Be Co-Installable

Description

The IPLIKE RPM packages should be updated to work like their Debian counterparts and be co-installable.  This means installing them to a versioned directory and updating `install_iplike.sh` to know how to find them.
