Thresholding support for push metrics

Description

Metrics received by streaming telemetry handlers in telemetryd such as NXOS, JTI, and sFlow currently get persisted, but no thresholding is applied.

The same limitation is present for metrics pushed via the OIA.

We should re-work this in such a way where it becomes possible to apply thresholding to these metrics.

Success criteria:

  • We can trigger thresholds for metrics persisted by telemetryd

  • We can trigger thresholds for metrics persisted by the OIA
