Add a REST endpoint for submitting ad-hoc Discovery scans

Description

It is currently possible to run an adhoc discovery scan using 'Admin -> Run Single Discovery Scan'. This functionality should also be made available using the REST API, allowing external systems to trigger adhoc scans.

All of the available options on the admin page should also be made available via the REST API.
