The test scenario and alarm driver developed for blackbox tests against alarmd can be leveraged to test other modules that handle alarm lifecycle changes and callbacks.

To help make this testing easier, we should refactor the test utilities out of opennms-alarms/daemon and into a new module under core/test-api.
