Increment Severity of Situations

Description

When a Situation gets created or updated, increment the severity to +=1 of the highest severity of all Alarms in the Situation if any of the related alarms has a Severity greater than NORMAL.

(Otherwise, we retain the current behaviour of setting the Situation Severity to the highest severity of all the related alarms).
