Allow xml config to be accessed from karaf

Description

Allow Karaf hosted bundles to access xml protocol data types in order to define data collections. (e.g. this is used in MQTT plugin).

Add the org.opennms.protocols.xml.config package to

opennms/etc/custom.properties

e.g. add

org.opennms.protocols.xml.config;version=${project.version}, \
branch https://github.com/OpenNMS/opennms/tree/jira/HZN-1269

bamboo https://bamboo.opennms.org/browse/OPENNMS-ONMS2085
