Filter panel field order does not adapt to panel shape

Description

In v8, the filter panel displayed fields in the same row and would then wrap if the width is not wide enough. On v9, the filter panel fields show one per row, which cuts off the options if the panel is not tall enough.

The Filter Panel does scroll vertically so all items can be accessed.

Putting one item per row was a design decision I made, it seems to me to be more legible that way. However, we could add an option to put all items on a single row if that is desired.
