Reinstate the Metadata REST endpoint

Description

Revert PR#3451 and add check to only permit contexts with the X- as per the documentation

Metadata - "You can create user-defined contexts in the REST API by prefixing its name with X-. Using an X- prefix can help to avoid future Horizon contexts interfering with a user-defined context, since Horizon contexts are not prefixed in this way."
