So it turns out this breaks one of our tests in foundation-2019
and it's not clear if the problem is the test, or Jetty. I'm going to revert 2019 and up to use Jetty 9.4.24 until I hear back on the issue I've opened with them: https://github.com/eclipse/jetty.project/issues/4960

Foundations 2015 and 2016 are still on Jetty 8, so I started with Foundation 2017. PR here: https://github.com/OpenNMS/opennms/pull/3030
While on a call with a client, we ended up talking about Jetty versions and I looked into our code; our Jetty is quite a bit behind the latest 9.4.x point releases. It's worth updating them to the latest.
