Allow the use of regex filtering in poll-outages.xml

Description

From ticket 5722:

> When creating a scheduled outage, the web UI only allows for nodes to be selected one at a time and then referenced individually by node id in the poll-outages.xml file. Is it possible to modify the poll-outages.xml file after a scheduled outage is created to reference something like "nodelabel like '%UPS%'" instead of the node id?

> The situation is monthly generator testing and we want certain nodes (265+) and if possible certain event notifications to be silenced during the testing.

I added a comment to  indicating that it would be nice to reuse the node search page and then have a link based on the search results could either pre-populate at new scheduled outage or could add the nodes to an existing scheduled outage.
